Argentina Opens Economic Bids for Stage III of the National Road Concession Program

On July 21, 2026, Argentina’s Ministry of Economy published Resolution No. 1024/2026 in the Official Gazette, approving the prequalification stage of Stage III of the Federal Concessions Network (Red Federal de Concesiones) and setting July 22, 2026, at 9:00 a.m., as the date for the opening of the economic bids through the contratar.gob.ar platform. This report summarizes the background of the tender, the outcome of the prequalification stage, and the terms governing the opening of economic offers.

 

I.  EXECUTIVE SUMMARY

Stage III is the final phase of the Federal Concessions Network, a program designed to transfer the operation, conservation, and expansion of national road corridors to private operators under a fully privately funded scheme, with no public subsidies. The tender covers eight road sections (Centro, Centro Norte, Mesopotámico, Noroeste, Litoral, Noreste, Chaco-Santa Fe, and Cuyo) spanning more than 3,900 kilometers across 11 provinces (Córdoba, Santa Fe, Entre Ríos, Santiago del Estero, Jujuy, Salta, Tucumán, Chaco, Corrientes, Misiones, and Mendoza). Together with prior awarded stages, the program is expected to bring the total concessioned network to over 9,000 kilometers, covering roughly 80% of the country’s vehicle and freight traffic. The tender forms part of the broader privatization of the state-owned company Corredores Viales S.A, and covers the following eight strategic road corridors:

II. BACKGROUND

The tender was authorized through Ministry of Economy Resolution No. 174/2026, published in the Official Gazette on February 21, 2026. This resolution approved the call for National and International Public Tender of Multiple Stage No. 504-0001-LPU26, along with the Terms and Conditions, technical specifications for each section, the model contract, the operating regulations, and the penalty regime. The tender is structured under the toll-based public works concession regime of the Law No. 17,520, as part of the privatization process of Corredores Viales S.A.

The bid-opening ceremony for the tender took place on May 22, 2026, with twenty-two bidders submitting a total of fifty offers across the eight sections. Following evaluation, the Ministry pre-qualified 21 consortiums and rejected one offer due to non-compliance with financial requirements.
